As a former Head of the Sanitary Department, I know that Mr. Gibam valued Inspector Watson's services most highly as also did all the former Heads of the Department with whom I omme in touch. The duties of Inspector in charge of the Cattle Depot and Slaughter House require the exercise of unlimited tact, scrupulous honesty, energy and no amali amount of brain power as the accounts and book-keeping are none too easy. Inspector Watson has shown in a marked measure all these qualities, and, above all, throughout his whole service including the black period of 1907 when a number of Sanitary Inspectors were dismissed for accepting bribes as Government servants, Inspector Watson's record remained absolutely clean and unblemished.

Under the circumstances, although he is physically unfit to remain any longer in the tropics, Mr. Watson i still capable of good honest work, and as he has a large family to support, his pension requires supplementing. I therefore strongly recommend that Inspector Watson's good and loyal services in this Colony may be brought to the special notice of the Secretary of State for the Colonies with the request that, if possible, he may be given such assistance as will enable him to obtain a suitable appoint- -ment in Scotland.
